OBJECTIVES
The
objectives of the National Youth Forum are:
1.
To formulate a comprehensive National Action Plan for Youth and
ICT capacity building in Timor-Leste;
2.
To map out interest for 6 new ICT Projects that focus on Youth capacity
building in Timor-Leste.
3.
To identify resources available and needed - methodology, tools,
training programmes, human resources and funding - to enable the
development of dedicated Youth and ICT projects in Timor-Leste from
2004 to 2006;
4.
To discuss partnerships between the youth sector, private and public
sector and civil society organisations in Timor-Leste to implement
the 6 new Youth and ICT projects for Timor-Leste 2004-2006.
EXPECTED
OUTCOMES
1.
National Action Plan Produced and identification of 6 new ICT projects
-
The formulation of a National Action Plan for Youth and ICT in
Timor-Leste for 2004-2006. · The identification of 6 new Youth
and ICT for Timor-Leste to be implemented during the period 2004-2006.
2.
Youth Empowerment
- 200
Youth and Youth Service Providers, Community Based Organisations,
Non-governmental Organisations and Government Agencies representatives
participate in the National Youth Forum, October 2003 to formulate
a National Action Plan for Youth and ICT in Timor-Leste.
3.
Timorese Community Empowerment
- The
project will empowered the community by developing their knowledge
of ICT tools and capacity building projects and programmes that
can be replicated in Timor-Leste to engage society-at-large in
the use of ICT.
4.
Tri-sectorial Partnerships
- Through
the use of tri-sectorial partnerships this project will also facilitate
understanding of the benefits of multi-sector co-operation in
project development and management. It will enable partners from
the private and public sector to better understand the role non-governmental
and community based organisations can play in promoting the use
of ICT based services and products. It will also encourage policy

Organisational Development
- The
project aims to encourage organisational development of all project
partners - youth organisations, NGOs and CBOs, government ministries
and departments and the private sector. The project will aim to
ensure that service providers can learn how to more effectively
use youth volunteers in becoming drivers of multi-dimensional
and inclusive capacity building ICT projects and/or programmes.
