Introduction
The
Dili International Youth Forum (DIYF) is a component of an ICT Capacity
building pilot project for the Youth of Timor-Leste. This project
is funded by the Swiss government and Global Knowledge Partnership.
The project is implemented by MIMOS Berhad Malaysia, AOC & Associates
Group and Yayasan Salam Malaysia (external partners), National Youth
Council of Timor-Leste, Ministry of Education, Culture Youth and
Sports, Timor-Leste, Ministry of Transport Telecommunications and
Post, Timor-Leste and the Department of Labour and Solidarity, Timor-Leste.
AOC
& Associates are the principal external partners responsible
for organising the Dili International Youth Forum.
Aims
The
Dili International Youth Forum (DIYF) aims to provide an enabling
environment for discussion on the development of strategies for
ICT use by youth in Timor-Leste. It also aims to facilitate the
creation of partnerships between youth organisations, youth service
providers and interested parties in developing the capacity of youth
in Timor-Leste to engage in the use of ICT.
The
Dili International Youth Forum, will be the first of a series of
international forums focusing on Youth and ICT in the country.
Strategic
Intent
The
Dili International Youth Forum aims are:
1.
Increasing the knowledge base of Timorese society-at-large of the
potential of ICT for workforce development and employment creation.
2.
Facilitating the conception of an action plan for developing effective
ICT capacity building programmes and initiatives for youth in Timor
Leste.
3. Enabling multi-track knowledge sharing on ICT programmes, funding
and technical assistance that can be used to develop youth ICT programmes
for Timor-Leste.
4.
Facilitating intra and external partnership building between youth
and youth service provider organisations, governments, inter-governmental
organisations and non-governmental organisations to develop effective
ICT Youth capacity building programmes and initiatives for Timor-Leste.
Expected
Outcomes
The
expected outcomes of the Dili International Youth Forum are:
1.
To formulate a National Action Plan for Youth ICT Capacity Building
Programmes and Initiatives for the next 3 years in Timor-Leste.
2.
Building of new strategic partnerships both internally and externally
for development and implementation of Youth Capacity Building ICT
Programmes and Initiatives for Timor-Leste.
3.
Knowledge of "best practice" case studies, funding and technical
assistance for ICT Youth Capacity Building initiatives.
4.
To identify six (6) ICT Youth Capacity Building Initiatives and
Projects in Timor-Leste.
